In May 2012, the department published ‘Support and aspiration: a new approach to special educational needs and disability – progress and next steps’, to report on progress following the 2011 Special educational needs and disability (SEND) green paper.

That report provided proposals to reform provision for children and young people with special educational needs or with disabilities.

This document now sets out the draft legislation to put those proposals into practice, aiming to provide significant improvements to the support provided to children and young people, and to their parents.
