The framework sets out the three strategic outcomes of:

  • reducing drug use
  • reducing drug-related crime
  • reducing drug related deaths and harm

We aim to deliver these through our intermediate outcomes of:

  • reducing drug supply
  • increasing engagement in treatment
  • improving recovery outcomes

Eleven headline and 22 supporting metrics monitor progress towards these intermediate and strategic outcomes in the drugs strategy.

The supporting measures have two key aims:

  1. More timely interim, and/or proxy measures, which can tell us about direction of travel towards the strategic and intermediate outcomes.

  2. A wider picture of the system allowing us to monitor the health of the whole system and to see unexpected trends or provide early warning.
