The Cariforum states are a group of states in the Caribbean region.

Treaties concluded by the UK are laid before Parliament as Command Papers by the Secretary of State for Foreign and Commonwealth Affairs.

While the Secretary of State has overall responsibility for the conclusion of treaties, the negotiation and domestic implementation of treaties by the UK is usually conducted by the relevant government department which has the overall policy responsibility for the subject-matter concerned.

A Treaty is an agreement concluded between States (or other entities such as international organisations having ‘legal personality’, in written form and creating rights and obligations that are binding in international law.

A Treaty may take the form of a single instrument (such as an articled document), or into two or more related instruments (such as an exchange of Notes). Treaties may be designated as ‘agreements’ ‘conventions’, ‘protocols’ or by other names, according to the requirements of the parties concluding them.
