Details

This research presents results from the interim evaluation of the Energy Savings Opportunity Scheme (ESOS) conducted between 2015 and 2017. Later research conducted between 2017 and 2019, on Energy audits and reporting, including ESOS, was published in February 2020.

The main interim evaluation report presents findings from the process evaluation and a discussion of the early signals of impact.

This evaluation aimed to understand how the scheme was working, its implementation, costs to business and early impacts and response by business to the scheme. The research included:

  • a representative survey of 871 ESOS-obligated organisations
  • qualitative interviews with a further 40 ESOS organisations and 10 energy assessor market firms; and
  • in-depth case-studies with 10 ESOS participant organisations.

This study comprises a main findings report, technical annexes and data tables showing results from the survey of ESOS-obligated organisations. There is also a report on a scoping study of ESOS, which sets out how BEIS might design, and collect baseline evidence for a future longer-term impact evaluation.

This report was commissioned under DECC, which merged with the Department for Business in July 2016 to form the Department for Business, Energy and Industrial Strategy (BEIS).
