This statement provides a breakdown of the estimated costs for HS2 Phase 2b (Crewe – Manchester) including:

  • purchase of land, minerals and permanent rights
  • railway works
  • waterways
  • roads, streets and paved areas
  • bridges
  • sewers
  • diversion of overhead electricity lines
  • utility works

The Estimate of Expense presents the estimated cost of the scheme (based on the works shown on the Bill plans and sections) and is broken down into the categories as prescribed in the template that accompanies Parliamentary Standing Order 45.

All figures are at third quarter 2019 prices. The estimate includes contingency of 38% based on the mean value from the Reference Class Forecasting approach. Reference Class Forecasting considers the historic outturn performance of a reference group of projects with similar characteristics to the HS2 Phase 2b (Crewe – Manchester) Project, and assesses what contingency would need to be applied to the Project to achieve a predicted outturn cost in different scenarios when compared to the reference group.
