DFID is committed to challenging and ending gender discrimination throughout its policies and programmes, and recognises that this commitment is a precondition to achieve the Millennium Development Goals (MDGs). DFID’s policy is reflected in the Target Strategy Paper (TSP) ‘Eliminate Gender Equality and Empower Women’ (DFID 2000a), that outlines a twin track approach to gender mainstreaming through promoting gender equality and facilitating the empowerment of women.
