The Department of Health commissioned Ipsos MORI to do a formative evaluation of the overseas visitor and migrant NHS cost recovery programme. This report sets out the final results of the evaluation.

The main aims of the evaluation were to:

  • see how far the cost recovery programme has led to changes in culture and behaviour among frontline clinical and administrative staff (and other relevant stakeholders)
  • learn lessons about what works (and does not work) in improving cost recovery, including through analysis of the emergency care EHIC pilot
  • help refine the cost recovery programme through continuous feedback and inform decisions before proceeding with each stage of the cost recovery programme
