This Farm Animal Welfare Council (now the Farm Animal Welfare Committee) report reviews past and present government policy on farm animal welfare and seeks to influence the policy agenda for the next 20 years. FAWC makes innovative and progressive recommendations for protecting and improving farm animal welfare.

This included the concept of minimum standards of animal welfare being assessed against an animal’s quality of life, that an animal should have a ‘life worth living’ from its point of view and that an increasing number should have a ‘good life’.
