Following an Ofqual audit programme which reviewed the arrangements put in place by awarding organisations for the approval of centres to deliver regulated qualifications, Ofqual identified defects in FDQ’s approach to ensuring that it had effective written and enforceable agreements in place with each of its centres.

Principally, we found that FDQ did not set out clearly to prospective centres what it required of them in order to ensure the delivery and award of valid qualifications. FDQ accepted that it had breached our General Conditions of Recognition and gave Ofqual an Undertaking to secure compliance with the Conditions.

After the audit, FDQ took prompt action to review its approach and is revising its centre agreements to ensure that these are compliant with the Conditions. It is issuing these to all its centres and ensuring that only persons with appropriate authority sign the new agreement for the centre. In addition, FDQ has initiated further actions as a result of Ofqual’s audit findings, in relation to its ongoing monitoring of its centres.

In line with General Condition B8, FDQ must now take all the steps identified in the undertaking. We may take further action if it does not follow through on its commitments.
