This working paper considers options for research into how consumer behaviours influence the impacts of the Green Deal and Energy Companies Obligation (GD/ECO) programme. The Department of Energy and Climate Change commissioned ICF International to carry out the study as part of the evaluation of the Green Deal and Energy Company Obligation (ECO) programme. The study was conducted by a team drawn from ICF International, Brook Lyndhurst and Heriot-Watt University.

The scoping work undertaken identifies (i) knowledge gaps in relation to consumer behaviour following the installation of Green Deal measures and how such behaviour impacts on the assumed benefits (in terms of reduced energy use, fuel bills or carbon saved) of installing energy-saving measures (ii) feasible research options that would seek to address the identified knowledge gaps and (iii) options for linking to other research efforts within and outside government.
