This document outlines the findings from the government review of the current licensing regime for fish-eating birds (cormorants, goosanders and red-breasted mergansers).

The review was started in 2011, led by Defra officials with significant input from representatives from key government, conservation and fisheries bodies across England.

The report makes a number of recommendations, including the introduction of Fisheries Management Advisors (FMAs) to help fisheries managers implement alternative control methods for all species of fish-eating birds.

The FMAs will also oversee a one-year trial of Area-Based Management and Licensing for cormorants whereby fisheries managers within the same area can cooperate to ensure effective management of cormorants.

Defra has established a Project Group which is advising on the delivery of these recommendations.
