The Department for Science, Innovation and Technology (the department) received the following request for information which we responded to under the Freedom of Information Act 2000 (FOIA):
Question 1: Can you please confirm if Department for Science, Innovation and Technology (DSIT), have utilised Crown Commercial Services RM6277 Framework for the hire of either contingent labour, agency workers or contractors.
Question 2: If the answer is yes, can you please confirm how you engage with suppliers on the RM6277 Framework? Ie at Line Manger Discretion or if this process is managed by a particular department?

Our response
We can confirm that the Department for Science, Innovation and Technology holds the requested information.
Question 1
Yes, DSIT utilises the RM6277 Framework from the Crown Commercial Service (CCS) to find appropriate contingent labour resources to meet the Department’s needs.
Question 2
Utilising the framework is done via a procurement process managed by the Commercial teams. They will support policy colleagues and other stakeholders to run a process that complies with the rules of the framework set by Crown Commercial Services.
Question 3
The job title is Commercial Lead Corporate Services.
We are withholding the name of the junior civil servant who holds this role under Section 40(2) of the FOI Act. Section 40(2) is engaged because of the condition at section 40(3A), which concerns the personal data of third parties. The department has obligations under data protection legislation and in law generally to protect personal data. This exempts personal data from release if disclosure would contravene any of the data protection principles in Article 5(1) of the UK General Data Protection Regulation and section 34(1) of the Data Protection Act 2018. Release would breach the first data protection principle since it would be unlawful and unfair to disclose the information. As section 40 is an absolute exemption, the department is not required to carry out a public interest test.
