Sir Martin Narey and Mark Owers’s independent review of the fostering system in England was published by the Department for Education on 6 February 2018. This document sets out the government’s response to that report and to the Education Select Committee’s inquiry into fostering.

The response sets out the steps we are taking to improve the outcomes and well-being of children in care. It is accompanied by a young people’s version which describes how we are responding to their calls for improvements to fostering services.
