Framework documents set out the relationship between the Department for Communities and Local Government (DCLG) and the arm’s length body concerned, state each body’s role and responsibilities, and are the primary vehicle for agreeing both the degree of autonomy and the framework of accountability in which the arm’s length body operates.

This strategic framework document sets out the relationship, including on finance and performance, between DCLG, as the sponsoring and main funding department, and the Commission for Local Administration in England (better known as the Local Government Ombudsman).

The framework document governs the formal relationship between the Commission and DCLG and provides ministers and the public with clear specified outputs expected from the Commission. In addition, the document sets out the framework of accountability, transparency and responsibility within which the Commission will operate and is a key requirement of arm’s length body reform following their review. The framework document also sets out the financial controls within which the arm’s length body is required to operate and supersedes the Grant Memorandum that previously covered the financial relationship between DCLG and the Commission.

The framework document is a living document, intended to be modified as circumstances change.
