There isn’t any current internal specific guidance relating to non-parenteral administration of Prescription only Medicines without a prescription, however this would be an example of a standard response to an enquiry regarding administration of salbutamol:

Salbutamol is a prescription only medicine. There is nothing in medicines legislation that addresses the administration of a non-parenteral i.e. non injectable medicine. Salbutamol can be administered by anyone provided it has been lawfully obtained e.g. on prescription from a doctor or other prescriber for a named patient; or by any one able to access medicines via an ambulance trust, hospital or other organisation able to receive supplies of medicines.

If you disagree with how we have interpreted the Freedom of Information Act 2000 with regards to your request, you can ask for the decision to be reviewed. The review will be carried out by a senior member of the Agency who was not involved with the original decision.
