These letters were written in May 2016 and were prompted by a request to the Department for Transport from the Garden Bridge Trust. The Trust were seeking an extension to the existing DfT-managed government support for the Garden Bridge that would involve government underwriting a portion of the Trust’s liabilities in the event of the Garden Bridge project being cancelled.

The Permanent Secretary, in his role as Accounting Officer for DfT, sought and obtained a ministerial direction from the Secretary of State before responding to the Trust. These letters set out the Permanent Secretary’s reasons for seeking a direction on this issue, and the Secretary of State’s reasons for issuing the direction.
