Glass fibre fabrics, originating in the People’s Republic of China and Egypt (Anti-Dumping Duty 2357)

It has come to the European Commission’s attention during the anti-dumping and anti-subsidy investigations that some economic operators may have misinterpreted the wording of the description of the product under investigation. Those operators may not have come forward on the mistaken basis that their product was outside the scope of the investigations.
On 18 September 2019 the European Commission published clarification of the investigated product in the Official Journal of the European Union, reference 2019/C314.
‘Fabrics of woven or stitched, or woven and stitched, continuous filament glass fibre rovings and yarns, or rovings or yarns, with or without other elements, excluding products which are impregnated or pre-impregnated (pre-preg), and excluding open mesh fabrics with cells with a size of more than 1,8 mm in both length and width and weighing more than 35 g/m2’
For further clarity this notice includes a Product Control Number (PCN) table that accompanied questionnaire forms submitted to the Union industry and exporting producers.
This clarification has no material impact on the European Commission’s analysis of the allegations of dumping or subsidisation and injury which fully covers the scope of the investigation. This is because the information from interested parties was collected at the much more detailed PCN level making up the product under investigation.
