This report commissioned by the Department for Communities and Local Government presents the findings from a study which examines how local authorities are making savings that do not adversely impact upon frontline services or the voluntary sector.

The study involved an online survey of local authorities, follow-up telephone interviews and 10 in-depth case studies. Shared Intelligence and Grant Thornton UK LLP were appointed to undertake this study on behalf of the department.
