This action plan sets out a number of commitments by DECC and Ofgem in response to a range of concerns raised by independent energy suppliers through the Challenger Business Programme. The Programme was launched in October 2013, as a joint Cabinet Office and Department of Business, Innovation & Skills initiative to support ground breaking, dynamic UK businesses. The aim is to identify quickly and respond to the needs of these businesses to help them enter and grow in their target markets.

This strand of the Programme continues the Department of Energy & Climate Change’s work to reduce barriers to growth and entry in the retail energy market. Solutions are focused on delivering a level playing field on which independent energy suppliers are able to compete with the larger established suppliers.
