In July 2017 the National Audit Office reported that HS2 Ltd had operated both compulsory and voluntary redundancy schemes without receiving authority from the Department for Transport or HM Treasury.

As Principal Accounting Officer at the department, the Department for Transport Permanent Secretary immediately commissioned a diagnostic audit into the governance, risk and control arrangements of the HS2 redundancy programmes.

This report and a covering letter has been sent by Department for Transport to the Public Accounts Committee ahead of a hearing on 30 October 2017. The report is published on an exceptional basis to demonstrate the seriousness with which the department views this matter and our commitment to transparency.

The Department for Transport and HS2 Ltd will ensure the recommendations of the report are implemented in full.
