This document sets out the Government’s response to the recommendations of the Joint Committee (HCP 1154-I/HLP 232-I, session 2005-06, ISBN 021503015X) regarding the draft Legal Services Bill (Cm. 6839, ISBN 0101683928). The draft Bill, issued in May 2006, contains provisions to establish a new regulatory framework for legal services designed to better meet the interests of consumers, including the creation of the Legal Services Board as a single, independent oversight body (with details of its regulatory objectives and powers, its structure and functions), as well as proposals for alternative business structures (ABS) in legal services, and the creation of an independent statutory complaints handling body called the Office for Legal Complaints (OLC).

This Command Paper was laid before Parliament by a Government Minister by Command of Her Majesty. Command Papers are considered by the Government to be of interest to Parliament but are not required to be presented by legislation.
