On 29 June 2010 the Secretary of State appointed Professor Malcolm Harrington to undertake the first independent review of the Work Capability Assessment

We published Professor Harrington’s first independent review on 23 November 2010.

Work Capability Assessment independent review – year 1

Professor Harrington reviewed the fairness and effectiveness of the Work Capability Assessment. He set out a substantial series of recommendations based on the evidence he collected as part of the review. The main recommendations focus on:

  • empowering and investing in Jobcentre Plus Decision Makers
  • Jobcentre Plus taking control of the process and supporting individuals through it
  • Atos employing “champions” at each Medical Examination Centre establishing a programme of work for the second review

The government published its response on 23 November 2010 welcoming Professor Harrington’s findings and recommendations and fully endorsing and accepting his suggestions.
