The new Ofsted (Office for Standards in Education, Children’s Services and Skills) was established in April 2007, under the Education and Inspections Act 2006, combining the responsibilities of four previously separate inspectorates.

This paper was laid before Parliament in response to a legislative requirement or as a Return to an Address and was ordered to be printed by the House of Commons.

The first section of the report presents evidence from more than 36,000 inspections and regulatory visits in 2006/07. The second section of the report draws together, for the first time, the findings from survey and inspection work across all of Ofsted’s remit.
