World leaders

In February 2017 the Housing White Paper ‘Fixing our broken housing market’ committed HM Land Registry to become the world’s leading land registry for speed, simplicity and an open approach to data and aim to achieve comprehensive registration by 2030.

Comprehensive registration

We will begin to work towards achieving a comprehensive digital registration of land mass in England and Wales by 2030. This will support the development of new homes, financial stability, tax collection, law enforcement and the protection of national security.

Part of this involves working creatively with partners across both public and private sectors, to make sure our digital register is up to the task.

Digital transformation

The digital transformation of our services, IT platforms and the register is vital to the success of our future plans. We will begin innovating with Ordnance Survey by sharing their geospatial intelligence to support growth in the PropTech, LawTech and FinTech sectors.

Digital Street

‘Digital Street’ is our pilot scheme for digital registration, launching in summer 2017. The pilot will allow us to safely explore the use of new technologies, such as blockchain and Artificial Intelligence, and how these could be used to improve the overall process of land registration and buying or selling homes.

Open Data

We will aid data sharing across government. This has largely been agreed in response to consultations and demand from our customers for more data being made freely available. One of the key examples of this in 2016/17 has been the first UK House Price Index (HPI) launched on 14 June 2016.

Published by HM Land Registry in conjunction with the Office for National Statistics, Registers of Scotland and Land & Property Services Northern Ireland, the UK HPI replaced the previous indices published separately. This now provides full coverage of the housing market.

Estates

We have worked over the last year to re-examine our estates portfolio, to best use existing space and free up capacity elsewhere, in line with goals for smarter working. Parkside Court in Telford is expected to be sold, with HM Land Registry relocating its offices to an alternative location in the same area. We plan to transfer Leicester Nursery and Chalfont Drive, southern plot to the Homes & Communities Agency for potential housing redevelopment.

Staffing

Over the past year, we recruited a total of 584 members of staff and saw our first tranche of 80 apprentices ‘graduate’ in the autumn of 2016.
