Details

This impact assessment considers the costs and benefits to the main affected groups of new proposals to set up a payment scheme for people with diffuse mesothelioma who:

  • were exposed to asbestos through their employer’s negligence or breach of statutory duty
  • remain unable to trace a liable insurer or employer
  • have not received damages or specified payments in respect of the mesothelioma and are not eligible to do so

We updated the final stage impact assessment on 7 May 2013, 29 November 2013 and 6 March 2014

We have also published a memorandum that identifies the provisions for delegated legislation in the Mesothelioma Bill, explains the purpose of the powers, the reason why they are left to delegated legislation and the procedure selected for the powers and why such procedures have been chosen.
