This research was carried out by the Behavioural Insights Team, working with Department for Transport (DfT).

The research sets out to develop policy options to convert high levels of cycling during the coronavirus (COVID-19) pandemic into more long-term travel habits.

The report sets out 3 policy options, developed to focus on 3 target areas:

  • home movers
  • cycling to work
  • groups identified as ‘high priority’, including new or returning cyclists

The report was finalised in December 2020.
