In June 2015 the Independent Living Fund (ILF) was closed in England and responsibility for supporting ILF users was passed to local authorities. This research investigates experiences of the closure as perceived by its former recipients and local authority (LA) staff within adult social care departments. It looks at:

  • views and experiences of the transition to LA provision
  • support outcomes under new LA arrangements
  • different LA models for managing the transition

The Department for Work and Pensions commissioned this research to monitor the impact of ILF closure on its former recipients. It is a requirement of the Closure of the Independent Living Fund: equality analysis.

The research will inform the government’s understanding of how local authorities can provide support in an efficient and personalised way.
