Details
The UK published the second edition of its Voluntary Report on the Implementation of International Humanitarian Law (IHL) at Domestic Level in October 2024. The first edition of the Voluntary Report was published in March 2019.
The second edition of the Voluntary Report sets out an updated picture of the UK’s IHL efforts in a single document accessible to anyone interested, including non-legal experts and the general public. It includes new topics, such as the protection of civilians in armed conflict, mutual legal assistance, human security in military operations, media professionals in armed conflict, public curiosity, cyber warfare, outer space, and autonomous weapons systems.
The UK government aims to encourage and support other states to produce a report on their own national implementation of IHL. In collaboration with the British Red Cross, the government has therefore also produced a second edition toolkit to provide practical guidance for states to research and draft their own reports. It includes 2 optional templates, for short and more detailed implementation reports, as well as guidance on how to publish a report.
