This research was commissioned by the Department for Energy Security and Net Zero to better understand international policy that aims to improve industrial energy efficiency (EE). It sought to gain insights to inform the development of new policies and existing schemes for UK industry.

The research was carried out in 2 phases:

  • Phase 1: an initial rapid evidence assessment of existing literature
  • Phase 2: a further in-depth investigation of 14 policies identified in Phase 1 including qualitative interviews with policy stakeholders

It investigated these themes:

  • providing grants and/or loans to small and medium enterprises (SMEs) for EE measures
  • improving firms’ awareness and knowledge of appropriate EE technologies and measures
  • tying tax relief or subsidies to specific targets for firms’ reductions in energy use or improvements in EE
  • driving greater EE via regulations that are designed to account for the heterogeneity of firms
  • increasing industrial firms’ monitoring of energy usage and/ or EE

The summary report contains a summary of key and crosscutting insights identified from the 14 industrial energy efficiency policies in OECD countries.

The spreadsheet details 14 case studies of industrial EE policy in OECD countries. Each case study contains information on policy design, effectiveness, transferability to the UK and lessons for UK policy. The spreadsheet also contains a database of the total 115 policies identified during the project and supplementary information on the research methodology used.

The Department for Energy Security and Net Zero commissioned Baringa Partners LLP to carry out this research.
