Letter from Neil O’Connor, Director, Building Safety Programme Policy to local authority chief executives providing the Department for Communities and Local Government’s interpretation of the Housing Act 2004, and the regulations and Housing Health and Safety Rating System made under it.

DCLG’s view is that the powers available to local authorities under this regime are available in respect of the external cladding systems of tall residential buildings.
