On 18 July 2011, the Department of Communities and Local Government published a consultation paper, Local government resource review: proposals for business rates retention, setting out proposals for a rates retention scheme to replace the current local government finance system.

The overview provides a technical summary of how the scheme would work. Various elements of the scheme are discussed in detail in the 8 technical papers.
