The highways maintenance appraisal tool (HMAT) is a spreadsheet based model. It allows local highway authorities to assess the economic costs and benefits of proposed asset management strategies. It also allows them to compare different options.
In addition to delivering the model, this research project also included testing and applying the tool for the national network of local highways. The finding of that work reinforces and strengthens the conclusions from earlier studies that investing in local highways maintenance can present high to very high value for money.
Background to the highways maintenance appraisal tool
The 2012 potholes review included recommendations that the Department for Transport should work with local highway authorities to develop advice on determining economic costs and benefits. This was advised so that local highway authorities could evaluate and justify the need to investt in maintenance of the local highway network.
The HMAT has been developed to meet this recommendation.
