Details

Evaluation of local major schemes (LMS) approved for funding between 2006 and 2010. The main findings are that LMS:

  • have been successful in delivering a range of short term objectives, particularly focused on reducing congestion and improving journey times
  • cost changes and programme slippage have been seen at various scheme approval stages

The report recommends clearer focus on the likely reasons for cost and time overruns and better reflection of these in risk management.

The report also identifies lessons learnt for future evaluations; many of the issues raised are addressed in Monitoring and evaluation framework for local authority major schemes.

This report updates the 2014 report.
