Findings from research conducted with local authorities (LAs) in England on their capacity and capability to plan and provide local transport services.

The report includes evidence on:

  • the perceptions LAs have of their existing capacity and capability
  • the experience LAs have in recruitment and retention of staff, particularly where specialist skills are required, and using external resources
  • strategic planning, including local transport plans
  • the frequency and quality of bids for central government funding
  • the central government support needed to enhance LA capacity and capability

The research includes views and information collected via focus groups and an online survey.

Other research was completed on the capacity and capability of LAs to provide and plan bus services and all existing relevant transport literature was reviewed.

The Department for Transport commissioned Local Partnerships LLP to conduct this research.
