Letter confirming ministerial direction in relation to an independent review into the compulsory purchase order (CPO) indemnity partner process for Manston Airport. The letter also sets out the reason for confirming the ministerial direction, namely that smaller airports provide regions with convenient access to other national and international markets.

The decision led to PwC being employed and creation of the report Review of CPO indemnity partner process for Manston Airport.

The letter was written by the Secretary of State for Transport Patrick McLoughlin to the Permanent Secretary of the Department for Transport on 18 March 2015. The letter was written in response to the earlier query by the Permanent Secretary.
