This final stage impact assessment has been green-rated; fit for purpose.

The draft regulations were laid on 23 November; a final stage IA was submitted for RPC scrutiny on 25 November; the RPC’s opinion was issued on 16 December; the regulations, having been scrutinised by the Secondary Legislation Scrutiny Committee and debated by Parliament, were made on 15 December. This timescale meant that there was no opportunity for an RPC opinion to be made available to Parliament in time for its consideration of the draft regulations.
