In February 2010, the UK signed up to the Interlaken Declaration on reform of the European Court of Human Rights; a follow-up, the Izmir Declaration, was agreed in April 2011.

The UK is required to inform the Committee of Ministers of the Council of Europe by the end of 2011 on measures it has taken to implement these two declarations. The format of this Report was stipulated by the Council of Europe.
