This document assesses the impact of binding neighbourhood plans instigated by neighbourhood groups, in partnership with local planning authorities and set within the context of a strategic plan and national policy framework, with some of the preparation costs borne by central government.

This incorporates an approval process for some small-scale developments under the Community Right to Build.
