Bail accommodation support service
This service covers contracted out service delivery, particularly in respect of:
- Management of the accommodation provided
- Referral, risk assessment and risk management processes
- Quality and appropriateness of the support provided to service users
- Stakeholder liaison and engagement
Victim liaison
Service elements in scope:
- contact offered to eligible victims or next of kin within eight weeks of sentence
- information provided to eligible victims or next of kin
- all reasonable steps taken to consult with the victim or next of kin and offer them the opportunity to make representation to bodies making decisions about the offender’s release
- relevant information on the victim’s perception or circumstances provided to staff within the Probation and Prison Services and other agencies tasked with managing the risk presented by or to the offender and others
- information provided to victims/ next of kin of mentally disordered offenders who are detained in hospital and then discharged into the community on supervised community treatment
- there is effective multi-agency working
- there is effective management of media issue
- victims or next of kin are satisfied with the service they receive
Court work other than assessments and reports
Service elements in scope:
- prepare information to assist the court in sentencing decisions
- represent the National Probation Service and other providers of probation services in court proceedings
- ensure communication with National Probation Service, other providers of probation services, service users and other agencies
- sentencer and judicial knowledge and confidence are promoted
Bail services
Service elements in scope:
- prospective bailees in courts and custodial settings are targeted in an efficient manner
- bail information enquiries and referrals are provided on targeted cases or in response to requests from the court
- court decisions and information related to bail services are communicated effectively
- sentencer and judicial knowledge and confidence are promoted
- public protection procedures are followed throughout the delivery of bail services
Victim-offender conferencing (restorative justice)
Service elements in scope:
- Assess suitability of victims and offenders for victim-offender conferencing
- Deliver victim-offender conferencing pre- or post-sentence
- Deliver indirect communication if risk assessment indicates it would be unsafe for participants to meet face to face, or they make an informed choice not to.
