NTE 2024/05: open general export licence (export of dual-use items to EU member states)

Introduction

The Export Control Joint Unit (ECJU) has updated the Open General Export Licence (OGEL) for export of dual-use items to EU member states to take into account the recent changes to Schedule 3 of the Export control Order 2008.

The updated licence will come into force on 1 April 2024. The licence dated 24 March 2022 will be revoked on 1 April 2024.

The OGEL will permit the export of items specified by the following entries: PL9013, PL9014, PL9015, to the following destinations:

  • Croatia
  • Cyprus
  • Czech Republic
  • Denmark
  • Estonia
  • Finland
  • France
  • Germany
  • Greece
  • Hungary
  • Iceland
  • Ireland

  • Latvia
  • Lithuania
  • Luxembourg
  • Malta
  • Netherlands
  • New Zealand
  • Norway
  • Poland
  • Portugal
  • Romania
  • Slovakia
  • Slovenia
  • Spain
  • Sweden
  • Switzerland
  • the Channel Islands
  • USA

The updated OGEL

The updated Open General Export Licence (OGEL) for export of dual-use items to EU member states comes into force on 1 April 2024.

Before using this licence, you must register through SPIRE, the Export Control Joint Unit’s (ECJU’s) electronic licensing system, stating where you will keep records of exports or transfers and where the ECJU may inspect them.

If you have previously registered for an earlier version of this licence, you do not need to re-register for the updated version. Registrations are carried over to the current in force version of this licence.
