Notice to Traders 107/24 Change to Import Declarations on Customs Declaration Service when using Import Tariff Rate Quota Licences

Introduction
This notice is to inform you of a change in completing import declarations on the Customs Declaration Service (CDS) when claiming quota and using an Import Tariff Rate Quota licence issued by the RPA.
This notice is being issued on behalf of HMRC.
Additional Document Code
In addition to declaring document code L001 with the RPA licence number in DE 2/3 and the appropriate quota order number in DE 8/1 of the declaration on CDS, it will be necessary to also declare document code Y100 in DE 2/3. The document reason field against code Y100 in DE 2/3 should be completed with the text ‘Quota’.
This change does not apply to import declarations where non-quota licences are used, or for quota claims which are not linked to the use of a licence.
This change comes into effect from 1 January 2025.
