This report reviewed and produced evidence for the effectiveness of 3 potential approaches to tackling young and novice driver safety, they are:

  • pre-driver education and training for those under 17 years old
  • graduated driver licensing (GDL)
  • the Road Traffic (New Drivers) Act (1995)

This document reports the summary findings of the research conducted by the Transport Research Laboratory.
