This post implementation review evaluates reforms introduced by the Tribunals, Courts and Enforcement Act 2007 regarding how enforcement agents operate and the fees they charge. The reforms were implemented in April 2014 and the review is to assess whether they are working broadly as expected after 1 year and if there have been any major unintended consequences.
The review started in early 2015 and involved analysing a variety of data, and gathering views from key stakeholders including creditors, the advice sector, other government agencies and enforcement agents themselves (as set out in the methodology section).
