This impact assessment reflects several major policy changes made during passage of the Bill. The updated assessment is informed by an accompanying research report - Potential impact of the Online Safety Bill.

The assessment estimates the Online Safety Act must prevent 1.3% of online harms to offset the cost of the regulatory regime to business and government. This is lower than 2.1% estimated in the final stage Bill impact assessment.
