HM Revenue and Customs (HMRC) commissioned this research to understand parents’ and providers’ experiences of the Childcare Service, Tax-Free Childcare, and 30 hours.

This research was carried out by IFF Research in 4 waves between April 2017 and March 2019, with a small qualitative follow up element.

This report also contains additional findings from a survey carried out in September 2018 covering the impact of Tax-Free Childcare and 30 hours of free childcare on labour market participation, use of childcare and household income.
