The framework sets out the mandatory requirements and guidance for all prison and probation staff involved in the oral hearing administration process and witness attendance at an oral hearing.
The framework includes requirements and guidance for:
- the preparation and administration for Parole Board oral hearings
- the arrangements for Parole Board remote hubs, including the use of Video Conferencing Technology (VCT) and Telephone Conferencing
- the arrangements for oral hearings taking place in prisons, including: facilities, equipment, privacy and staffing
- the preparation and arrangements for witnesses/victims/prisoner legal representatives to attend oral hearings
- the security and safety of those attending an oral hearing
- the provision of interpreters/translation services
- the arrangements for the day of the hearing
The new policy framework replaces PSI 35/2013 – Parole Board and Prison Service Oral Hearing Standards; and PI 21/2014 – Giving Evidence via video link to a Parole or Recall Oral Hearing.
