Treasury has been receiving correspondence concerning ‘Notice of Claim’, or ‘Notice of Intention’ or household bills stamped ‘exempt from levy’ attempting to pay bills using a National Insurance Number or Birth Certificate.
- the registration of a birth under the provisions of the Births and Deaths Registration Act 1953 is simply a recording of the event of the birth
- there is no creation of a bond, stock or trust
