The aim of this document is to provide a clear account of the Planet Framework Model (PFM V4.3), created by HS2 Ltd to help calculate the demand and benefits of a new high speed rail network.

This document brings together a large amount of information which has previously been separately reported, often only in working notes, and therefore constitutes an authoritative description of the model at a particular stage in its development.

HS2: Planet Framework Model development’ describes the evolution of the model.

PFMv4.3 has been used to generate what is known as the HS2 reference case as presented in the Economic Case document. The current document does not present the forecasting assumptions used for this purpose, nor the outcomes, though the methodology both for forecasting and appraisal is described.
