This report complements the published duty to refer guidance for the Homelessness Reduction Act and provides practical suggestions on developing and implementing prison release protocols.

Protocols are designed to guide stakeholders on the steps they can take to reduce the risk of homelessness for offenders upon release from prison.

The aim of this report is to provide a starting point for local authorities and criminal justice stakeholders to develop prison release protocols to better uphold their responsibilities under the duty to refer.
