A Privacy Impact Assessment was conducted prior to the publication of Price Paid Data in March 2012. Further evaluations of the impact of the publications of Price Paid Data and the use of the Open Government Licence were carried out since then. A review carried in January 2013 recommended that a final review of publication should take place in April 2013 after twelve months of publication. We have now concluded that review. The review continues to confirm our view that:

  • Price Paid Data is not personal information but property related information
  • the information does not provide any biographical or ownership information
  • it is residential property price data for full market residential property sales in England and Wales that are lodged with us for registration.

The continued monitoring of the questions, queries and concerns received by us does not appear to show any major adverse impact as a result of publication (including direct marketing).

We also undertook a privacy impact assessment of historical Price Paid Data to consider whether the data is personal and whether the availability of the data is likely to impact on the privacy of individuals. We concluded that historical Price Paid Data would identify the sale of a property at a point in time but would not identify the owner or individuals involved in the transaction. It is historical information and therefore of no relevance to activity in the current market. It provides an historical snapshot showing when a property has changed hands and how often it has changed hands.
